It looks like an early Hotchkiss shell. Hard to say who made or used it. I just wonder if it is a HE shell which in absence of the fuze has received a decorative self made nose to go as a desktop ornament.

Can anyone confirm or un-confirm this possible id i may have made for this round..French 37X95 Hotchkiss Round BASE fuzed..The base shows an area that appears to have had the base fuze removed and a steel plug inserted to blank it off(see earlier photo of base)..the attatched picture shows the same type of round that has been fitted with a later naval impact fuze(for sale at JC MILITARIA)

my opinion: 3,7 cm shell of The Netherlands, may be a training shell with fuze plug or a self made plug like "x" said...

The shell on the lower picture seems to be the live variant, also from The Netherlands.
