7,5x54 Blank Round (1939)?

I came across this blank round in 7,5x54 French caliber (e.g. MAS36) but still couldn't get any definitive information about this type. It is dated 1939.

Is there any real information on this round? Maybe a documentation or anything?

I would really like to know the properties of this round.
